Consultant at Institute of Public Administration Receives 63,000 BD Annually, Spends Two Thirds of Year in Belgium

Bahrain Mirror: National Audit Office report for the year 2019 said that Institute of Public Administration hires a foreign consultant for 63000 BD a year, but it doesn't completely make use of his services, given that this foreign consultant is the Director-General of another institute in Belgium.
The report said that the foreign adviser spends two thirds of his monthly working days in Belgium, yet receives his full dues.
