Royal Decrees Restructuring Social Insurance Organization, Education &Training Quality Authority and BIPA

Bahrain Mirror: King Hamad bin Isa Al Khalifa issued a number of royal decrees restructuring the Social Insurance Organization, Education and Training Quality Authority and Institute of Public Administration. He also issued other decrees appointing Mohammed bin Mubarak Al Khalifa as chief executive officer of diplomatic academy, and designating the administrative entity that assumes the duties and powers prescribed for the protection of personal data authority.

King Hamad bin Isa Al Khalifa, issued Decree 77/2019, appointing Dr. Muneera bint Khalifa bin Hamad Al Khalifa as Chief Executive Officer of Mohammed Bin Mubarak Al Khalifa Diplomatic Academy, with the rank of Assistant Undersecretary.

The king issued Decree 78/2018 designating the administrative entity that assumes the duties and powers prescribed for the protection of personal data authority. The Ministry of Justice, Islamic Affairs and Endowments has been designated to assume the duties and powers prescribed for the protection of personal data according to the provisions of Law 30/2018  for the Protection of Personal Data until issuance of financial credit for the authority's president and its board in the State's General Budget under the aforesaid law.

The undersecretary of the Ministry of Justice, Islamic Affairs and Endowments shall assume the duties and powers prescribed for the executive president.

The Minister of Justice, Islamic Affairs and Endowments has been tasked to implement the provisions of this decree effective from the date of issuance, and to be published in the Official Gazette.

Hamad bin Isa Al Khalifa issued Decree 79/2019 restructuring the Social Insurance Organization.

According to Article One, the organizational structure of the Social Insurance Organization is as follows:
 
The board of directors
The chief executive officer (CEO)
 
1.  The Actuarial Studies and Risks Directorate
2.  The Legal Affairs Directorate
3.  The deputy chief executive officer for insurance affairs (with the rank of assistant undersecretary), overseeing
a.  The Customer Service Directorate
b.  The Pensions and Benefits Directorate
4.  The deputy chief executive for operation (with the rank of assistant undersecretary), overseeing
a.  The Human Resources Directorate
b.  The Financial Resources Directorate
c.  The Insurance Information Directorate

King Hamad bin Isa Al Khalifa issued Decree 80/2019 restructuring Education and Training  Quality Authority.

The Education and Training Quality Authority (BQA) has been restructured as follows: 

The Board of Directors, in charge of: 

1- The CEO in the rank of undersecretary, in charge of: Human and Financial Resources Directorate, and,

2- The Director of the National Frame for Qualifications and Examinations in the rank of assistant undersecretary, in charge of: Operations of the National Frame Directorate and National Examinations Directorate.

The General Director for Auditing Performance of Education and Training Institutions in the rank of assistant undersecretary, in charge of: 

1- Schools Performance Auditing Directorate, 

2- Private Schools and Kindergartens Performance Auditing Directorate, 

3- Higher Educational Institutions Auditing Directorate, and

4- Vocational Training Institutions Auditing Directorate.

Al Khalifa issued Decree 81/2019 restructuring the Institute of Public Administration (BIPA).
 
According to Article One, the new organizational structure of BIPA is as follows
 
The Board of Directors
The Director General (With the rank of assistant undersecretary)
1.  Directorate of Humana and Financial Resources
2.  Directorate of Education and Development
3.  Directorate of Consultancy and Research
4.  Directorate of Assessment
5.  Directorate of Business Development
 
Article Two stipulates the cancellation of Decree 29/2013 regarding the restructuring BIPA.
